What can be said with confidence is where flares fit among the confirmed communication tools, because Big Walk’s communication problem has a specific shape and each tool addresses a different part of it.

They are part of the staying-in-contact set. That is the stated purpose of the whole line: tools you use to stay in contact while finding your way around an open world at your own pace.
Unpublished: burn duration, visibility range, whether they are consumable, whether they can be thrown, and whether they produce sound as well as light.
The one thing it does that nothing else does
Every other confirmed communication tool requires you to be present and doing something. A walkie-talkie needs you talking into it. A laser pointer needs you holding it steady on the target. Arms need you visible.
A flare is the only named item whose obvious function is to keep signalling after you stop paying attention to it. That makes it the natural answer to a specific problem in a 2-to-12 player game with no map markers: marking a place.
Two situations where that matters, both following from documented mechanics:
- Regrouping. Proximity voice fades with distance, so a group that has scattered cannot simply talk its way back together. A fixed visible point that everyone can walk toward does not need anyone to be within earshot.
- Marking something you found. Big Walk is full of challenges and discoveries in a wide open world. Finding something and then leading four other people back to it later is a navigation problem; leaving a marker is the low-tech solution.
